In any case, is not Cyprus fault that a lot of Russians during the last years invested huge amounts of money in Cyprus:

The response of the american-driven Europe was to hit severely the Cypriot banks when Cyprus asked for financial help from the Eurozone Groupe. Cyprus was hit by the greek crisis, and after the Greek bailout, Cyprus banks lost a lot of money. Cyprus, when entered the European Union, it didn’t benefice from the European fonds as much as the other new EU members as it was considered as a “rich country”. European Union failed to restructure the Cypriot economy, and nowadays the real economy of the island are the forex -binary companies regulated (somehow, sometimes “with one eye blindfold”) by CySec and tourism. Europe failed as well to get involved into the Cypriot community problem. The north of Cyprus is the 6th most militarized zone in the world. Therefore, Cyprus has always accepted the hand offered by Russia to “help” instead of committing a “sudden suicide”.

Russia Today reported that “Russians have transferred over $30 billion (around $1 trillion roubles) to Cyprus over the past twenty years, according to a study published by a group of economists from Russia, Finland and Canada.“Some not exhaustive reports, written during the Cyprus bank crisis of 2013, went as far as saying that Cyprus has become “a major money laundering machine for Russian criminals”.

An example of the lack of taking measures in Cyprus:

A NUMBER of Cypriot-registered pickup trucks may have unintentionally ended up in the hands of Islamic State (IS) militants in Syria, the Cyprus Intelligence Service (KYP) has said.Authorities launched an investigation after online videos of pickup trucks in Syria sporting Cypriot registration plates and with machine guns mounted in the beds caused an embarrassment.Security officials said that since Turkey has tightened security measures to stem the flow of potential jihadis to Syria, it is possible that Europeans could travel to the island of Cyprus, cross into the breakaway Turkish Cypriot north, then head into Syria that way. The idea of Russian military bases in Cyprus upsets the UK as the 10% of the Cypriot territory is used as UK military bases since always. Subsequently, UK has every right to leave the Cypriot problem not solved:
Cyprus wants British Bases shut down as MPs pass resolution

Uk and Russian media covered the news the previous days:

Cyprus has offered Russia to have air and navy bases on its territory.Cypriot president Nicos Anastasiades announced that the country is ready to host Russian aviation and naval bases. The official agreement on military cooperation between the two nations is expected be signed on February 25, 2015, according to
"There is an old [defense] agreement, which should be renewed as is. At the same time, some additional services will be provided in the same way as we do with other countries, such as, for example, with France and Germany," Nicos Anastasiades said. "Cyprus and Russia have traditionally had good relations, and this is not subject to change."Business Insider

A Russian former chief of the international agreements division of the Russian Defense Ministry’s main international cooperation department Lt. Gen. Yevgeny Buzhinsky said:

“Sure, we do not need them [the bases], especially given the present-day economic conditions. So, all this talk about Russian bases on Cyprus reminds me of Cyprus’ “procurement” of S-300 missile systems. It even paid the bill, but the S-300 systems were finally deployed in Greece because no one would let Cyprus to deploy Russian-made air defense systems. The Russian army has no operative need to station an airbase on Cyprus, because the Russian Defense Ministry does not posses a regional group which will require support from such base. Most probably, it could be the question of temporary use, with the consent of the Cypriot side, of some airfield for possible evacuation of Russian citizens in the case of escalated tensions in Syria.”

The 9th of February the island’s foreign minister Mr Kasoulides declared that : There is no question of russian military bases in Cyprus.

Cyprus President

The Russian side has not even make such a request. There is – or was – no matter of such as Russian air and naval military bases on the Cypriot territory and the Russian side does not even make such a request, said Cypriot Foreign Minister Ioannis Kasoulides ,during the meetings of the Foreign Affairs Council in Brussels. Mr. Kasoulides added that “what the island’s president N. Anastasiadis referred recently, in a recent interview, was the renewal of a military cooperation agreement, which consists of the maintenance of Russian military equipment sold to Cyprus prior years, and the spare market parts according to existing contracts. ” As regarding the supply facilities offered to Russia, he explained, “are purely civilian, humanitarian, such as the removal of Russian citizens from the Middle East if the need arises.” Source:
